MEMORANDUM OF COOPERATION

ON THE SUPPORT FOR THE BAKU-TBILISI-CEYHAN OIL PIPELINE BY NGOs AND ENSURING PUBLIC CONTROL

Considering the economic and social importance of the Baku-Tbilisi-Ceyhan (BTC) oil pipeline for the regional countries, the fact that social and ecological issues in the countries of the pipeline construction and exploitation should best be tackled in the spirit of cooperation with the public and the importance of joining public effort to this end, we, the representatives of different Azerbaijani NGOs supporting the initiative of the Azerbaijani National NGO Forum, announce the establishment of the INTERNATIONAL PUBLIC SUPPORT COALITION FOR THE BTC.

OUR OBJECTIVES:

The goals of the Coalition in the countries of the BTC construction and exploitation will be as follows:

  1. to ensure public support and control through different activities;
  2. to materialize the economic and social expectations in the regional countries;
  3. to safeguard the interests of the local population and to create an environment of mutual understanding between the population and the consortium;
  4. to provide necessary assistance to companies in forming their strategies to work with local communities;
  5. to protect the environment, preserve bio-diversity and historical monuments all along the pipeline;
  6. to implement measures to ensure the pipeline's security in the region.

ACTIVITY PRINCIPLES

  • Cooperation. The coalition is ready for cooperation with regional governments, local and international NGOs, political parties, mass media and individual public figures, specialists and scientists. The Coalition will be open for cooperation with commercial bodies and the BTC consortium in particular;
  • Unlimited membership. Any NGOs operating in the world and in the region can become member of the Coalition;
  • Transparency. The activity of the Coalition will be completely transparent and open to the public;
  • Decision-making. Decisions relating to domestic issues are made by a simple majority of votes of the Coalition members from this country, while the decisions relating to a number of countries require the consensus of respective Coalition members;
  • Administration. Administration of the Coalition in the pre-conference period shall be carried out by the Coordinating Council of NGO representatives of Azerbaijan, Georgia and Turkey.The composition of the Coordinating Council is determined through consultations among members of the Coalition;
  • Non-interference in political issues. The Coalition will remain distant from any issues serving political interests;
  • Non-interference in commercial issues. The Coalition will not interfere in any commercial activities
