Income generation

Under ECHO funding for the current year 1999/00, the local production activity whichconsists to produce 500 unit of floor rugs, 1500 units of woolen vests and 3000 pair ofsocks is being carried out by 400 women (IDPs and refugees) from the old areas and therecently identified ones. Income generation staff is still distributing materials to theremaining settlement and is planing to finish by the end of this month.

To promote and develop small business activities in the newly identified settlements,ECHO approved the proposal for distributing 7 grants within the 16 newly identifiedcommunity, small business development officer has been distributing questionnaire in thecommunities whereas skilled and qualified people were encouraged to submit a businessplan. The collection of questionnaires and business plans will be completed by the end ofthe month.

Agriculture:

The short term ECHO approved proposal will be over at the end of this year. Thisproject was limited to distribute seeds and agricultural tools to 500 families living in 9newly identified settlement, post monitoring has been carried out before the distributionto determine water and land availability for chosen beneficiaries. Instruction Manuel hasbeen prepared and distributed to beneficiaries on the following topics: Seasonal crops,preparation of soil, use of natural and chemical fertilizers. Training material on croppreservation is being completed and group-training sessions will be held withbeneficiaries in 9 covered settlements.

Single Shelter

Under ECHO funding Oxfam is going to distribute 250 sets of small repair kits to IDPand refugees families from the 9 following settlements: Barda Region; 32 lar farm,Girmizi Sumukh farm-- Yevlakh Region; Wool factory road side, Tutun zavod,Samadabad farmGoronboy Region; Veyisli village, Garasuleymanli villageAgdamRegion; Guzanli mud- brick houses, Assad bay bag.

The purpose of this activity is to improve those shelters with poor roofing conditionsby providing corrugated iron sheets, purloins, rafters, window and doors. The number ofsets to be distributed might not be sufficient to cover all families living in the 9 abovementioned settlements, assessment done preliminarily has shown that the number of shelterswith poor roofing conditions largely exceeds the number of sets to be distributed.

Thus Oxfam staff working with these communities has performed selection criteria infavor of the most vulnerable groups within each community. So far, Oxfam staff isprocessing documents of the future beneficiaries in order to finalize and complete thelists.

Public building rehabilitation:

Basically, so far, Oxfam has identified 5 public building in Mingashevir City inhabitedby more than 220 IDP families from different region of the Naghorno-karabakh. Thesebuilding are located as follows: kinder garden #4, school #14, school #6, school#8 andschool #4.

Our intervention in these building is limited to do internal repairs, electrical worksand the sewage system. So far, Public health engineering team has approached skilled andqualified people from these 5 sites to discuss on how their they could be involved in theprocess of rehabilitating their places of inhabitation. Oxfam through involving IDPs andrefugees is striving to enhance their capacity building and relieve the poverty.

Water and sanitation

Globally said, this activity in the context of Oxfam Barda includes the construction ofwashing places to facilitate access to water in water collection points, rehabilitation ofexisting washing places, construction or rehabilitation of bath-houses, implementation ofwater scheme with storage systems, distribution of sets for the construction of pitlatrines and construction of rubbish collection points. These activities are being andwill be implemented in 16 newly identified settlement, below are the names of theselocations

Community Service Development

The formation of core groups and action groups has been completed in the 16 newlyidentified settlements. These groups have been determined with 12 training topics onCommunity Development work; thus the first training session will be held on 27thOctober 99. And rest of the training topics has to be decided after the joining of newTraining and Advocacy Officer, after reviewing the need assessment of the communities.

An exchange visit with the participation of 3 new area communities took place inMingerchevir ECHO camp. The idea was to share the experience among newly formed ActionGroup. Furthermore, CF has provided an appropriate technical assistance to existing Actiongroup and newly formed AGs.

Support group formed of 5 SC will get one grant from Oxfams funded grant project.
