Second phase of Fizuli Repatriation and Rehabilitation Programme started

International Federation of Red Cross and Red Crescent Societies has commenced the implementation of the second phase of Fizuli Repatriation and Rehabilitation Programme. The pilot project was devised to facilitate the return of some 160 Internally Displaced Families, living in the Southern camps to liberated areas of Fizuli district. The programme entails three major components:

1. Reconstruction of about 160 houses,

2. Provision of interest free loans for income generation purposes,

3. Community development projects

In the first phase of the pilot programme 85 houses were reconstructed in the Shukurbeily village of Fizuly district. In order to promote self-sustainability amongst the returning families, 88 individual loans were issued. Most of the loans were utilized to initiate agricultural activities and animal husbandry. In the context of community development a green house project, which will benefit the whole village, is underway.

A major emphasis was placed on community participation, especially for the rehabilitation of the houses.

The main donors of the first phase of the programme were TACIS, ECHO, Swiss Government, Swiss Red Cross and Japanese Red Cross.

The second phase of the programme is to be carried out with the same parameters as the first one. Some 80 more houses will be rehabilitated, making it possible for a larger number of IDPs to return to their places of origin. These families will also be entitled to loans for job and income generation.

The funding for the reconstruction part of the programme is secured by German Red Cross through German Government.

Azerbaijan Red Crescent Society (AzRCS) has been closely involved in design and implementation of the programme. It is envisaged that AzRCS will eventually undertake such projects with little or no external assistance in the future.
