Caspian Environment Programme is for local partnership initiatives

Yesterday the Caspian Environment Programme’s Coordination Unit took initiative to gather representatives of Khatai rayon Executive Authority, oil & gas companies in the face of BP, Exxon-Mobile, Statoil, Chevron and SOCAR, public organisations such as the Consumers Union, the Children Environmental Police, the National Centre for Environmental Forecasting and local Mass-Media with the purpose to unite them into the local partnership in the form of Caspian Concern Group.

The meeting took place in the frame of the CEP Public Awareness and Involvement (PAI) component, which is aimed at obtaining broad-based participation of the general public, private sector associations (especially the oil and gas companies), local Executive Authorities, NGOs and others in the development of the National Caspian Action Plans and Strategic Action Programme planning process. The mean of achieving this objective is the establishment of Caspian Concern Group in five countries (Azerbaijan, I.R.Iran, Kazakhstan, Russia and Turkmenistan), which brings key stakeholders and particularly effective NGO’s together to strategize and discuss common issues.

The meeting participants decided that Caspian Concern Groups (CCG) woul focus on the coast and will bring together the stakeholders and coastal communities to identify the local environmental problems associated with the Caspian and develop action plans addressing the root causes. The CCG of Azerbaijan identified the Khatai rayon as priority region and agreed to start identification of the local environmental problems associated with the Caspian and then prioritise these problems. The objective here is to foster cooperation among local actors and facilitate the implementation of concrete actions on the coast.

Caspian Environment Programme supports the establishment of CCG through funding the cost of meetings, development of an action plan, publicity and, depending on the funds available, supports a Small Grants Programme. Coalition and cooperative work will be one of the conditions of the grants.

The process will then lead to:

  • Identification of strengths and weaknesses of the CCG member-organisations;
  • Delivery of necessary training and capacity building;
  • Implementation of relevant projects supported in the framework of the Small Grants Programme, and
  • Involvement of responsible actors from CCG to participate in CEP activities.

The success of local partnership work will encourage CEP establishing one more CCG in Azerbaijan and there could be significant follow-up in the form of networking among the coastal concern groups, and associated activities developed such as local municipality twinning arrangements or extension of the exercise to other municipalities. Local authorities will be encouraged to participate in that process.
