In January 1998, Mercy Corps began implementation of the USAID funded six-year $45 million Azerbaijan Humanitarian Assistance Program (AHAP). The AHAP is designed to increase community development efforts to integrate, resettle and provide economic opportunities and health care to IDPs and conflict-affected population within Azerbaijan.

Under AHAP seven U.S based organizations including Adventist Development and Relief Agency, CHF International, International Rescue Committee, International Medical Corps, Pathfinder International, Save the Children Federation and World Vision International implement community based projects in primary health care, credit and business development services and community development in over 23 cities and rayons of Azerbaijan.

Mercy Corps' role as umbrella grant manager is to facilitate excellence in programming via its four value added services that are Strategic Direction, Information&Coordination, Technical Assistance and Oversight. Mercy Corps subgrants are operating in the AHAP Health, Economic Opportunities, Community Development and Social Investment Initiatives sectors.
