INAM Center for Pluralism, as an educational institution, resource and coordinating center for NGO’s was created in October 1995 in Baku. The aims of the Center are connected with promotion of pluralism, development of free thinking, press freedom, civil society, with the priority given to freedom and human rights. The Center organizes round table-discussions, seminars, and conferences, publishes and distributes books, booklets and bulletins on democracy; conducts mass media monitoring and opinion polls; facilitates exchanges of Azerbaijani NGO activists and students with East European and Western organizations and NGOs; supports the creation of new NGOs in Azerbaijan and facilitates their internal and international networking.

1. With the support of Washington’s Freedom House

In October/November1995 Inam CfP provided the monitoring of the mass-media. The program is dedicated to the parliament election in Azerbaijan in 1995.

2. With the Westminster Foundation for Democracy (Great Britain)

• September,1996- June,1997 Inam CfP realized the program “Young Political Leaders School”. According of this program conducted the 10 workshop and published the 10 brochures from the series “Democratic Bulletins”.

• In 1997 and December,1998-September1999 realized the program named “Handbook for politicians” and published the 20 brochures from the series “Democratic Bulletins”.

3. With the ISAR/ Azerbaijan

September – October 1996. Inam completed à project called “Problems of Political Consciousness in Azerbaijan during the Transition Period”; in the framework of this project, Inam monitored newspapers, and conducted à survey of experts on the transition process. The survey, which included 100 experts, demonstrated that old stereotypes predominated among à large part of the population, and that changing these views is difficult. Inam held à conference attended by leaders of various political parties, students, political scientists and journalists. The results of the press monitoring and the survey, as well as the presentations from the conference were published together in à book under the same name as the conference. This project was completed in cooperation with the Center for Modernization of Azerbaijan.

4. With the Canadian Embassy (in Turkey)

January – July 1997. Inam worked on à project called “The Process of Forming à Multi-Party System in Azerbaijan”; as à part of the project, Inam conducted press monitoring and à survey among experts. The press monitoring included ten independent, opposition and government newspaper. The experts survey was conducted among 100 people, including M.P.’s, political party leaders, well-known scholars, representatives of the press, and others. The results of the press monitoring, expert survey, and conference proceedings will be published in à book.

5. With the USA Embassy in Azerbaijan

The Center for Pluralism “Inam” together with the Center of Conjunction of Religions provide the project with the name “The religions in Azerbaijan – diversity of Azerbaijan”. The people belonging to different denominations in Azerbaijan know very little about each other. Ordinary contacts between people belonging to different religious denominations do not add to the possible contacts between them on the religious plane. It is necessary to straighten the situation. The Centers wanted to create the dialog about Judaism, Christianity and Islam in an audience where representatives of various confessions would gather. One of the purpose is to propagate tolerance and freedom between religious with the help of booklets. During the providing period of this project were hold the 7 seminars and published two brochures. (“The religious of the world as à spiritual values of the world” and ”The aflame of cultural and tender conduct between the religious”)

6. With the Great Britain Embassy in Azerbaijan

• In 1997. Published the I part of the book named «The Basis of the Political Sciences. To the I part of the book include the next themes :

7. With the support of the National Endowment for Democracy

October, 1997- July, 1998. The seminars according of the program «Young Political Leaders School» were contiuned. During 1 year with the participation of young politicions, the students of the institutes and universities were conducted 10 training- seminars. Published the 10 brochures from the series “Society and Policy”. Most of the participants of this program were from the regions of Azerbaijan. They are members of the public organisations, young unions. Part of them were young activists of the political organisations.

8. With the Institute for Democracy in Eastern Europe (USA)

• October-November,1998 and January-March,1999. According the program “Education for election” published brochures in 7 themes which were dedicated to the election.
• February-November,1999. Center realized the program «Young Political Leaders School». According the program conducted 11 workshops and published 11 booklets from the series “Society and Policy”.
• During February- March 2000 “Inam” CfP realized program “Training’s-Seminars for the activists in the regions”. According of this program were conducted 6 seminars in the three region-Ganja, Lenkoran and Xachmaz (2 seminar in each region, during two day in each region).
• June-December,1999. Center realized the program «Training’s for the human right activists living and working in the provinces of Azerbaijan. According the program conducted 10 workshops and published 10 booklets from the series “Human Rights”.
• January,2000. Realized the program named “The training’s for the Leaders of NGO’s in Azerbaijan”. The lectors of the training’s were the Krzysztof Stanowski from Foundation for Education for Democracy from Poland and Ayder Seytosmanov from Crimea. The training’s conducted in Zagulba for 6 days. Published 4 brochures for the NGO’s of Azerbaijan.
• Published the 4 issues of the “NGO’s Newsletter in Azerbaijan”.
• August-November,1998. The mass-media monitoring dedicating to the presidential election in Azerbaijan. During this period the results of the monitoring (8 booklets) distributed to the local and international organizations by e-mail and with the publishing forms.
• In April 1997 Inam CfP organized an international seminar of the Centers for Pluralism (Institute for Democracy in Eastern Europe, Washington, D.C.); 45 people from 15 countries, and 50 representatives of various non-governmental organization in Azerbaijan took part in the three-day long meeting. The meeting allowed representatives if Azerbaijani NGOs to meet and make contacts with other NGOs, both within Azerbaijan and abroad, while also giving the participants the opportunity to share their experiences and attempt to find solutions to common problems.

• September 1996 – June 1997. Conducted à program "School for Young Political Leaders in Azerbaijan". (Westminster Foundation for Democracy, Great Britain); It is a program by all means unique in Azerbaijan as it provides a systematic training in basic issues of applied politics to 45-50 young people, who attend seminars once a month for ten consecutive months. At each seminars the participants (about seventy percent of them from the regions outside of Baku), besides the lecture and discussion are provide with a brochure analysing the topic of the seminar.

• October 1997 – July 1998. “School for Young Politicians in Azerbaijan”; the project will include à series of ten seminars for young politicians, and representatives of various political parties living both in Baku, as well as from other regions of Azerbaijan. Booklets in Inam’s ongoing “Society and Politics” series will be published, included “The Political System of the USA”, “The political system of Great Britain”, “The political system of Germany”, and “Mechanism of Democratic Elections”.

• On June-December 1999 Inam CfP realized the program “Training’s for the human right activists living and working in the provinces of Azerbaijan”. In this program take parted 28 human right defenders from 25 district of Azerbaijan. According the program conducted 10 workshops and published 10 brochures from the series “Human Rights”. 5 of the brochures consist the materials of Human Right Centre of United Nations at Geneva. Other 5 brochures were prepared by Azerbaijani authors.

• 13-18 January 2000 year Inam CfP conduct the workshops for the leaders of non-government organizations of Azerbaijan. The trainers of this training’s were Krzysztof Stanowski from Foundation for Education for Democracy from Poland and Ayder Seytosmanov from “Rebirth of Crimea” Foundation. The training’s conducted in Zagulba for 6 days. Published 4 brochures for the NGO’s of Azerbaijan.

• September – October 1996. • August - November 1998. Inam was held the program with the name “The mass-media monitoring about 11th October 1998 is presidential election in Azerbaijan”. In the monitoring period observed the position of the newspapers and TV ‘s in Azerbaijan. In the period till the election day, on the election day and after the election day. For this observes had chosen 9 newspapers, which 3 of them were independent (“Ayna”, “Azadlig”,“525-ji gazet”), 3 were opposition (“Yeni Musavat”, “Mukhalifat”, “Jumhurriyyat”) and 3 were government (“Azerbaijan”, “Yeni Azerbaijan”, “Khalg gazeti”) newspapers. The monitoring researched the activities three telechannels in Azerbaijan (“AzTV-1”, “ANS”, “Space”). It was clear that the independent newspapers had objective position to the president election. The government newspapers propagandized the government newspapers propagandized the government and the opposition newspapers propagandized the activities of opposition.

• In April 1997 Inam CfP organized an international seminar of the Centers for Pluralism (Institute for Democracy in Eastern Europe, Washington, D.C.); 45 people from 15 countries, and 50 representatives of various non-governmental organization in Azerbaijan took part in the three-day long meeting. • In March 1996, Inam organized à visit to Baku for Dr. Jakub Karpinski, à well-known political scientist. In connection with the visit, Inam translated and published Dr.Karpinski’s book, “Freedom, Independence and Sovereignty”.

• In 1995-97, Inam organized trips for ten people traveling to various international seminars and conferences. Inam also invited over twenty representatives of foreign NGO’s to Baku.

• Inam’s receives foreign correspondence from various foreign news agencies, and cooperates closely with the Network for Independent Journalists run by the STINA Press Agency, based in Croatia. Inam translates and distributes texts on Central and Eastern Europe and the former Soviet Union and distributes them to the local press.

• Inam has assisted in the development of the newspaper “525 newspaper”.

• Since 1997 until September 1998 Inam has facilitated the exchanges of over 50 NGO activists and independent journalists to and from Azerbaijan.

• On the invitation of the Center the representatives of the organization CEP Nathan Hodge and Sharon Weinberger were in Baku.

• In July-August 1999 representatives of organizations from Crimea in three groups came to Azerbaijan for the internships.

• In December 12, 1999 with the invitation of Inam CfP 3 foreign observers came to Azerbaijan for the observation of municipal election.

• Since its foundation, Inam has assisted in the establishment of other NGO’s in Azerbaijan, among them:

• In April 1998. “I issue of the information bulletin of NGO’s” in Azerbaijan. The publishing of “Newsletter for Non-Government Organizations ” in Azeri language is very important for such kind of organizations. There are information about donor organizations and foundations which make an activity all around of the world. The materials of “Center for Pluralism Newsletter” issue in English and Russian, have been used with the publishing of Information Bulletin. The bulletin will inform in details about how to prepare projects of the NGO’s which are in Azerbaijan, about the international NGO’s practice and etc.
• In January – February 1999. “The II issue of the “Newsletter for NGO’s” in Azerbaijan. (Institute for Democracy in Eastern Europe, USA). There are “Center for Pluralism Newsletter” issue in English and Russian.. The followings are included here: information about NGO’s in abroad and in Azerbaijan, their activity trends and goals their works on this area up to day, about the international organizations with which they maintain relations, then addresses and soon. The introduced matter is still actual in Azerbaijan and it is inevitable from the point of view of the defense of democratic norms and their progress, of the defense of human rights, of the defense of free word and free personality and of the information to the society about the organizations existence who make these matters real. Especially, different information given about foreign organizations is very importance for the national organizations to improve and enlarge their relations. The bulletin will inform in details about how to prepare projects of the NGO’s which are in Azerbaijan, about the international NGO’s practice, about different typed organizations and funds here

• It was published the I and II part of the book called “The basis of political knowledge ”. In this book included the next ten themes publishing by the series “Democratic bulletin”. The importance of publishing of this book is that there are not so many political literature in Azeri language. The circulation of brochures publishing by “Inam” CfP are not so many. There are many people who want to have such kind of brochures. That is why we decided to accumulate these themes in this book
• It was published Ramiz Rovshan’s, the classic poet of modern Azerbaijans literature, poem book with the name “Wing of butterfly ”. Ramiz Rovshan never had the big interest to publish the poems. Because of this, till this time there were published poets two books- first in 1970 and second in 1987. This book publishing by “Inam” CfP is the third book. There are great interest to the book in Azerbaijan literature. The first reason of this interest is the waiting of Azeri readers for the poets book. The book published with the high dizain and with the 118 pages. To the book included 101 poems, written by poets during last 20 years. The author of the preface is Prof. Kamil Vali Narimanoglu. We hope that with the publishing this book we make the glad for the desirous of Ramiz’s poems. The publishing of the book is the great and serious pride for the “Inam” CfP. Because of, first of all we make gratitude to the Institute for Democracy in Eastern Europe for the helping on publishing the book.
