Job Announcements for SEDA's Regional Offices in Guba and Imishli


The East-West Management Institute, Inc. (EWMI) seeks candidates for the positions listed below for the five-year Socio Economic Development Activity (SEDA) project funded by the United States Agency for International Development (USAID) and co-financed by the Government of Azerbaijan. SEDA aims to increase citizen participation in addressing regional socio-economic development needs in Azerbaijan. The program will work to establish participatory mechanisms through which key stakeholders can identify and prioritize their social and economic needs at the regional and community levels. It will also help to address those needs through infrastructure and citizen participation projects. SEDA will work with the Government of Azerbaijan to institutionalize these participatory mechanisms in the process for allocation of the national budget for regional infrastructure needs. These are full-time positions based in Guba and Imishli, and require travel to villages in the Guba, Shabran, Khachmaz and Beylagan, Imishli, Sabirabad rayons.

All qualified applicants will be considered solely on the basis of merit, and salary will be commensurate to experience. Preference will be given to candidates that live in Guba - Khachmaz and Aran. Only short listed candidates will be contacted.

Regional Director

Main responsibilities:
" Be responsible for the effective and timely implementation of SEDA program in the region;
" Ensure that activities under the three SEDA's components are effectively coordinated and implemented according to SEDA's work plans;
" Supervise the work of SEDA's implementing partners and grantees at the local level;
" Ensure SEDA's cooperation with appropriate government authorities, civil society organizations, and private sector stakeholders at the local level;
" Manage SEDA's office staff in the region and provide technical support as necessary;
" Ensure that the operations of SEDA's office in the region run smoothly;
" Identify on time issues that might hinder program implementation and propose solutions to address these issues.

Desired qualifications:
" Five or more years professional work experience in social work or development programs for international organizations;
" At least three years of experience in managing projects including planning, reporting, and supervising staff;
" Good knowledge of the target region;
" Good understanding of programs that work on regional socio-economic development;
" Good understanding of civil society and community development initiatives in Azerbaijan;
" Strong management skills, a self starter, and very well organized;
" Excellent communication and interpersonal skills;
" University degree in political science, economics, social science, or other related fields.
" Fluent in written and oral Azerbaijani and English languages;
" Advanced computer skills.

Advocacy Coordinator

Main responsibilities:
" Responsible for the effective and timely implementation of SEDA's Civil Society Strengthening component in the region;
" Ensure engagement of civil society organizations (CSOs) in the region;
" Coordinate technical assistance, grant making, and networking activities in the region in cooperation with SEDA's implementing partners;
" Monitor the work of SEDA grantees in the region;
" Liaise with appropriate government authorities to support CSOs advocacy efforts;
" Liaise with the EWMI SEDA Baku office and other stakeholders to develop and implement an advocacy strategy in line with SEDA's objectives and work plans.

Desired qualifications:
" Demonstrated knowledge of and professional experience with international programs that support civil society development and advocacy initiatives;
" Good understanding of programs that work on regional socio-economic development;
" Good understanding of civil society and community development initiatives in Azerbaijan;
" Strong interpersonal, communication, and coordination skills;
" University degree in political science, social sciences, or other related fields.
" Fluent in written and oral Azerbaijani;
" Working knowledge of spoken English;
" Advanced computer skills.

Administrative Assistant

Main responsibilities:
" Responsible for day-to-day office operations, including the proper documentation of SEDA's work in the region;
" Assist with financial management of SEDA activities in the region;
" Assist with the logistical aspects of organizing public event and training activities in the region, including setting up training rooms and equipment;
" Ensure that office operations run smoothly, that equipment and Internet services work properly, and liaise with appropriate services or with SEDA's Baku Office Manager to fix potential problems;
" Arrange and monitor cleaning services, office maintenance and repair, procurement of office supplies;
" Supervise the driver and assign him accordingly.

Desired qualifications:
" At least three years of experience in administrative work;
" Strong interpersonal skills, very well organized, and detailed oriented;
" Ability to handle multiple tasks and work on a busy schedule;
" High school degree, university degree is preferred;
" Fluent in written and spoken Azeri language;
" Fluent in written and spoken English;
" Advanced computer skills.
