EU Support to Vocational Education and Training (VET) in Azerbaijan

 

NIRAS Sweden AB as lead in a consortium with Eductrade (Spain) and A.R.S. Progetti (Italy) has concluded a contract to provide Technical Assistance to support the ongoing reforms in the field of Vocational Education and Training (VET). The project is being implemented in cooperation with the State Agency for Vocational Education (VET Agency) under the Ministry of Education of the Republic of Azerbaijan, and funded by the European Union. The project has started in January 2017 and will be implemented within 33 months. The overall objective of this project is to enhance the attractiveness and labour market relevance of all levels of VET.

 

The project is looking for a Junior Short-Term Expert in Education that will provide expertise and will coordinate activities in the following areas under supervision of the Team Leader, in close cooperation with the long-term and short-term experts, and related representatives of the VET Agency with the following aim:

 

-     Prepare the training outline and hand-outs with general information on VET and Education inclusive (history of VET, current VET system, Strategic Roadmap and Education Strategy) and presentation of CQAF for VET in Europe, EQF/NQF, ETF role, Europass, Cedefop and European Credit system. This training is especially meant for staff of MoE and Agency that recently started working, and / or little experience in the education / VET sector;

-     Conduct a Workshop to the MoE and Agency on VET Education in general to increase the knowledge and awareness of Agency in VET and Education with additional provision of knowledge about European tools and models and the best practices of European countries in VET and Education;

-     Assist in development of Agency mission, vision, KPIs and functional map;

-     Prepare the hand-out package to share it with Agency and MoE

 

 

Qualifications and skills

General:

Minimum requirements:

-     A university degree in Education or related field

-     Fluency in oral and written English and Azerbaijani

-     Computer literacy

 

Preferred requirements:

-        Good communication and reporting skills

-        Command of Russian language would be an asset

 

General professional experience:

Minimum requirements

-        3 years experience in education and in particular in VET, institutional reform and training delivery

 

Preferred requirements:

-        Experience with organizational development projects

 

Specific professional experience:

Minimum requirements:

-        3 years experience in Education

-        Applicable knowledge about VET systems in EU

-        Applicable knowledge about NQF / EQF

1year experience as Trainer and Facilitator (for adults, professionals)

Preferred requirement:

-        Experience as Trainer and Facilitator in the field of VET would be an asset

 

 

The assignment is intended to start in November 2017.

NOTE: The responsibility for payment of social insurance and income tax rests on the employee.

 

NOTE: The candidate to be selected cannot be a civil servant or having a contract with the beneficiary of the project, or should have terminated his/her contract as civil servant or with the beneficiary.
