REQUEST FOR EXPRESSION OF INTERESTS
The Government of Azerbaijan has received an IDF Grant from the World Bank
and intends to apply part of the proceeds of this Grant for the Consulting Services
for Quality Management in the Road Sector Projects in Azerbaijan. The Consultant
is expected to closely collaborate and provide support and local perspective
to the international consultant who will bear primary responsibility for implementation
of the project.
The main objective of the project is to help Azeryolservis OJSC (AYS) to establish
a sound quality management system in order to deliver better public services
in the road sector. The project activities will include diagnostic review of
current practices of AYS in quality management, implementation of comprehensive
technical audit for the selected highway project, gathering stakeholders' feedback
& consensus, including organization of the stakeholder workshop, preparation
of implementation action plan on improvement of quality management in the road
sector, development of Quality Management Manual and Technical Audit Guidelines,
implementation of related capacity building activities within AYS.
The Consultant will have the following key responsibilities under the assignment:
- Provide support and local perspective to international consultant in implementation
of all tasks envisaged under the assignment, as necessary;
- Be fully responsible for preparation of Azerbaijani versions of all normative
documents (Manuals, Guidelines, etc.) due under the assignment based on the
English versions prepared by the international consultant. Azerbaijani versions
of the normative documents should be original documents and not simple translation
from English. They should be developed to high local standards and have acceptable
format and style for subsequent official approval by relevant government agencies.
- Editing and proofreading of Azerbaijani translations of all reports prepared
under the project;
- Liaison with government agencies.
Relevant candidates are expected to have Masters Degree (Engineering and Law
are preferable), or equivalent, but necessarily have very good understanding
of the road sector issues in Azerbaijan. Excellent writing skills (especially
in Azerbaijani) and experience in preparation of normative and legal documents
in Azerbaijan, are essential. Good experience in providing consultancy services
is necessary. Excellent knowledge of Azerbaijani and good knowledge of English
are key prerequisites. The Consultant should be able to work in one team with
international consultant, share with ARS staff his/her knowledge and practical
skills, so good communication skills are also important.
The Consultant's total time input for the work is approximately 14 staff-months
during 20 months of total duration of the assignment.
Interested Individual Consultants must provide information indicating that
they are qualified to perform the above services (experience in similar projects,
proof of availability of appropriate knowledge and skills, etc.).
An Individual Consultant will be selected based on Section 5 of the World Bank's
Guidelines: Selection and Employment of Consultants by World Bank Borrowers,
May 2004 revised October 2006 and May 2010. The works are expected to commence
not later than July 2011.
